Actually, I think \'fine\' is more like to refer to the concept of \'fine art\' as opposed to \'commercial art\'.
Webster\'s: fine art,
a visual art considered to have been created primarily for aesthetic purposes and judged for its beauty and meaningfulness, specifically, painting, sculpture, drawing, watercolor, graphics, and architecture. Cf. commercial art.

minutely painted
The name Leiden "Fine painters" was coined in the 19th century. This group of painters lived mostly in the 17th and 18th century. Famous and wellpaid painters from Holland and abroad belonged to the group. Many of these artists represent to aficionados 17th century painting. The school of Leiden fine painting began with Gerrit Dou around 1630. Fine painters tried to paint with extreme precision and detail. No wonder their works often were quite small.
Minutely kan zowel gedetailleerd als klein betekenen.
