This is from a South Sudanese text. What does it refer to?
عششت تلك الليلة في رأسه ككابوس مرعب أقلق مضجعه ، فألفى نفسه يتقلب يمنة ويسرى
إلى أن سمع ديك الحي الفحل يصيح عاليا ، معلنا انبلاج ضوء الصباح
Is الفحل the name of the neighbourhood? Or it's an expression?
These lines refer to a horrible night that a police officer experienced.

It really depends on the intended end-product. Do you need to reflect the original cultural concept of the source expression, or you intend to produce it in an equivalent target expression? If the latter, I believe that "master of one's domain" is already a usable phrase in written English.
