To my humble opinion, the term status does not need to be translated.
Even the official website of the university itself does not use it in the English version.
Could be used as:
Issued by the Non-Public University Higher Education "Marin Barleti"
and by adding a reference on the "Non-Public University Higher Education" with a footnote stating the term 'status'.
Note: "Non-Public University Higher Education" is how the respective Decree defines it.
