Note d'usage

French to English Law/Patents Law (general) Projet contrat de Concession Perpetuelle
Hi.

I'm translating a collection of documents from DR Congo including 1 page (a letter) on "Projet contrat de Concession Perpetuelle".
The letter starts "Mlle, J'ai l'honneur de vous faire parvenir ce projet de contrat. Je vous signale que ce contrat n'interviendra qu'après le paiement de la somme reprise ci-dessous :

- Prix de référence du terrain
- Taxe de P.V. de mise en valeur
- Note d'usage
- Frais de croquis
- Loyer"

Can anyone help with the translation of this term? Thank you.

Discussion

Mr.Q (asker) Jun 12, 2017:
Letter from Ministère des Affaires Foncières Apologies for the late reply. This is a letter from 'Le conservateur des titres immobiliers, from the above Ministry
Daryo Jun 10, 2017:
Projet contrat de Concession Perpetuelle sounds like the workaround used in countries where non-nationals can not own land - just rent it for perpetuity ... so analogies with sale of land could be useful.
mrrafe Jun 9, 2017:
too easy Then it wouldn't be sporting
AllegroTrans Jun 9, 2017:
Maybe But could the asker please tell us?
mrrafe Jun 9, 2017:
It's probably a government issued document giving notice as to the use of land, because one must pay the government a fee to get a copy. See p. 12, http://www.droitcongolais.info/files/1.14.43.-Ordonnance-du-... This interpretation is consistent with the fact that the note d'usage is one of a series of items for which the writer requests reimbursement, the others being something like a real estate survey and mapping.
philgoddard Jun 9, 2017:
It could mean "the usual note/memorandum", or something about how the site will be used.
AllegroTrans Jun 9, 2017:
context please What exactly is being licensed/assigned/granted?

current land use

is how i read it, a form heading to note the current use of the land being conveyanced.
Peer comment(s):

neutral mrrafe : or that the new lessee will be the user

neutral B D Finch : As this is something being invoiced, it would seem essential to translate "note".

neutral writeaway : note definitely has to be translated. And keep in mind it's African French and Congolese Fr is influenced by Belgian French which is influenced by Flemish...

disagree Daryo : the ST says 1 - it's a part of the copy an entry in the Land registry (or related to?) and 2 - you have to pay for it // "Notice of / Confirmation of ... maybe?
