I have to say this is quite tricky... مشروع التحويل refers to "legitimacy of conversion / transfer" but it is difficult to render the preposition على in order to highlight the fact that the Supervisory Department is overseeing whether the insurance companies are undertaking legitimate conversion / transfer activities. I am very curious to see what do colleagues with more experience have to say about this :)
