The context is just this: A law firm in X country is vesting POA in an advocate located in Y country. The POA bears this title.

As I understand, it is a power of attorney being vested in a lawyer who is proximal to the legal authority in question, acting on behalf of the principal who is located in a different part of the world. How to translate this phrase then? Power of Attorney for Communication?
