This now makes sense as recycled plastic is made into pellets from which this company makes plastic bottles again. See web-sites.

Should the whole phrase be used, is had better be '... into plastic bottles', as in 'bottle recycling', bottle is used as an adj., but it's a noun at the end so plural should be used.

In answer to Peter Simon's question you stated "it is a 'bottle-to-bottle' firm".
If the manufacturer is the firm in question, then it could mean that this manufacturer uses the pellets to make bottles, i.e.
bottle -> pellets -> bottle.
But I am only guessing - you know the article.
