I have this Yemeni document which discusses administrative issues, and this sentence appears in a table of instructions:

مخالفة التعليمات الخاصة بصندوق الرعاية الاجتماعية والمخصص لقيد الريات (الجزاءات - الغياب

I am not sure what that means. I would say, "non-compliance with the social security fund [or: employee welfare fund] earmarked for [refunds?] (bonuses - absenteeism)

What is exactly going on here? Thanks

In Yemen, employees are penalized for absenteeism and other violations by having certain amounts deducted as fines from their salaries. These amounts are returned to the public treasury at the end of a given period or fiscal year. In this case (I don't the full context) the sentence could be referring to employees of the Social Welfare Fund (SWF) or beneficiaries who defaulted in collecting their stipends. In brief, الرديات refers to the difference between the allocated amounts and the disbursed amounts.
By the way, الجزاءات here refers to penalties, not bonuses.
There may a better accounting term than "returned amounts" but I can't recollect it at the moment.
