Yes, I prefer the word consultant, unless the person is an officer body of the embassy. So it depends on your context.

I would go for the cultural advisor, but you need to verify with client whether this person's role is in addition to the attache. If you are translating a document from public domain, and client is unavailable to answer, Google the name.. you might be lucky.
