I would say that unfortunately there is no way to translate this in a good and clear English expression, without using an explanation.

It refers to young people belonging to or supporting a political and military organisation during WWII, Balli Kombëtar ("National Front"). This organisation was hostile to the Italian and German occupants, but even more so to the communist partisan movement. The reader who doesn't have this background won't be able to understand any translation, be it "patriotic youth" or "nationalist youth"

Youth of Balli Kombëtar

I do not think there is a way to say this expression in English without clarifying it because it is an expression that it makes sense only for the Albanians. It is just like the expression "The HAMAS fraction" would make sense to the Israelites and the Palestinian who would know exactly what it means; to the other people would be something they have heard, but are not able to describe it. Or like the name or some other national group or organization, which is known only in its nation or in its area. So it would be necessary to put brackets to clarify the meaning: "Youth of Balli Kombëtar (a WWII Albanian military fraction, which fought against the German Fascists and Nazis, but were also involved in battles with the Albanian National Liberation Army.) So the reader would get a complete idea of the meaning of the expressin "Rinia Balliste."
