Никогда не встречался подобный термин. В сети ничего не найти.
Опираясь на значение английского flip-flop, могу предположить, что здесь имеется в виду динамичность движения воланов, то есть из колыхание, развевание.
В таком случая я бы просто сказала "струящиеся/мягкие воланы".
