My question has already been asked in June 05, but no reply seems to have been forthcoming.

I have often wondered if this is possible with Gujarati, which in my Indian language software, which shall remain unnamed, is one of the worst planned keyboard lauout I know, as heard from other translators as well! The Hindi layout is not so bad, but of course being able to plan your own layout would be great. Do let us know.
