Unfortunately, this looks like a sociological mangling of the English language. I'd read it as a neologism: the person is "other", i.e. has "otherness" in relation to the writer/investigator/sociology-wannabee. That otherness is religious, so the person is a "religion other". If the otherness had been their way of dressing, they'd have been a "fashion other"; if money, a "money other" (otherwise known as a m-other).

could other be an error for "also" perhaps? or "the religion of another"?
